What is Delta City?

Delta City was once an everyday city in New Jersey that consistently grew in population. However simultaneously crime/poverty and the amount of natural disasters also grew over time. Law enforcement was cut and policing transferred over to state level. This is the kind of place you don't want to live in. The city became so desperate for funding that they decided to sell it to the highest bidder, in this case multinational agricultural, biochemical, and general industrial firm Dos Santos Inc. Under Dos Santos it became the privatized metropolis Delta City. Crime/poverty dropped (as a result of gentrification) and natural disasters more efficiently managed. Services improved greatly this though all occurred at the expense of the poor residents of Delta City. Services only improved for those wealthy individuals (who paid to be part of the city) While the poor still were taxed yet not given the same treatment. You could say in theory that Delta City is a Libertarian paradise, those who pay receive the best in everything, health care, education, security you name it. In reality though Delta City is actually under the authoritarian control of Dos Santos CEO Carlos Dos Santos (Self-proclaimed mayor and CEO of Delta City). Delta City's biggest challenge has been dealing with crime, although it has dropped from before it is still prevalent. This is due in part to the fact that it has such a high concentration of wealthy patrons. Also are the poor squatters who inhabit the area surrounding Old Lakeshore. Overall though Delta City is a beacon of luxury and decadence.

Landmarks/Areas of Delta City

Delta City Waste Water Treatment Plant

This plant supplies all clean water to Delta City but has been a common target for criminals who want to try and hold the city hostage. Often times these criminals live in the Old Lakeshore district which has suffered from pollution because of not receiving any kind of environmental clean-up. It's location in Old Lakeshore has proven to be tricky to manage.

The Financial District

This is where all business deals in Delta City are done legitimate or shady.

Old Lakeshore/Shirleyville

Most areas of Delta City have had the poor squatters forcibly removed from the premises. Old Lakeshore though has proven difficult to kick people out because it is heavily urbanized (as those closer to the rural slums were much easier to get rid of) This is a common place for The Agents to patrol which they themselves describe as "dirty" and smelling like a combination of garbage and sewage most of the time. Old Lakeshore though also houses middle class and Bohemian residents and certain areas are actually not that bad. However it is almost always old and falling apart (due to urban decay). Another notable feature of this area is a freight railway line that crosses through it.

Delta City Junction

It's surrounded by railway lines...and that's about it.

The Agricultural & Garden District

This is the area where Dos Santos' showcases itself with possibly the world's most impressive urban farming and botanical garden operation. (Which serves a dual-purpose of looking pretty and feeding the entire population)

The Discovery District

Large concentrations of laboratories and places of higher education.

Other Features of Delta City

A public transportation system
The brewery
The marketplace
The Arts, Entertainment, and Pleasure District (A place to go if you want to go to art galleries, theatres, night clubs or express your sexuality openly gay,straight, or bi)
Residents of Delta City are referred to as customers.

The Agents (Current Roster)

Agent Green (Louis Brown)

A young man (Louis Brown) who after an "accident" in the lab is transformed into the chemical based superhuman of questionable moral character. He is the undisputed leader of The Agents.

Rick Champoux (Prostheseus)
The eccentric one armed genius who acts as a mentor and occassional father figure to Brown. Champoux is also known to take on his own alter ego as Prostheseus, using his unique creations to fight petty crime in his neighborhood.

The Mage aka Agent Magic (Frederick Martin)
Martial arts and video game geek Fred Martin won a contest (courtesy of Dos Santos Inc) to be a part of a risky experimental virtual reality demo. When lightning supposedly struck the facility he gained the ability to go back and forth between two dimensions: Ours and Video Game Land. The Mage was given a staff by the inhabitants of Video Game Land which allows him to call upon those powers of magic and fantasy anytime. The Mage has a black belt in Gracie Jiu-Jitsu and is a master in Bojutsu.

Agent Clean (Leon Byrd)
A janitor at Dos Santos who is obsessed with being clean. He even makes his own soap during his spare time. After an accident with untested chemicals he becomes a human soap dispenser and uses his cleaning powers to make Delta City a better place to be. Rick Champoux later creates a machine which takes Byrd's built up glycerin levels and turns it into nitroglycerin explosive grenades. This combined with Lionel's street fighting credentials makes him a dangerous opponent who is not to be underestimated.

Leon Byrd grew up in the streets and rose his way up to leader of a notorious street gang. Later on he tried to reform himself as leader of a Guardian Angels type vigilante group but ended up going back to his old ways. Previously hated by the local population he is now seen as a "savior" for the common folk of Old Lakeshore. Leon holds the rank of second in command behind Agent Green.

Super Villains

Farm Hand

Formerly an influential member of Greenpeace turned environmental terrorist. His relation to Rick Champoux is unknown, either a family member or friend of some kind. Not much of his background is known accept that he suffered a near fatal accident that forced him to become a cyborg and later a towering goliath. He has the power to telepathically control machines and is as physically strong as a machine. He wields a giant scythe which he uses to hack his opposition to bits. Farm Hand is known to have a large group of devoted followers he calls his Sheep. Farm Hand's lofty goals include turning the world into a primitivist dictatorship with himself as ruler.

Urban Decay
A villainess with a background in biology, she has the power to spawn anything vile and disgusting you could imagine through her shape shifting and cloning abilities. She has been a tough opponent for both Agent Green and Agent Clean.

Circuit Bender/Synthesis (Professor Felix Moog)

The arch-nemesis of The Mage is Professor Felix Moog (referred to as Circuit Bender in the media but prefers to be known as Synthesis). Although he could in some ways not be seen as a "villain" depending on your perspective. An electrical and audio engineer polymath with genius intellect was part of an independent virtual reality project. After losing funding he formed a partnership with the Dos Santos Corporation but he was not pleased with certain decisions they made. One was that he could not be the first person to test out the finished product and instead turn it into a publicity stunt. In fact he was not even allowed to the press conference and never given any credit for his creation. Now Professor Moog after being fired by Dos Santos for not "fitting the company's image" is out for revenge by destroying and robbing various Dos Santos' projects. Moog copied The Mage's powers after kidnapping him but was unable to actually go into the next dimension himself. Instead his powers enabled him to create illusions that would confuse everyone around him. Like a true brainiac villain though he is constantly evolving and developing new means to accomplish his goals. Being around his "modular of doom" for any lengthy period of time is dangerous as it could cause your brain to explode...literally.

Some of his other powers include electromagnetic pulses that can shut down power. Moog is also known to create weapons with a tongue-in-cheek quality such as a deadly sonic keytar or telekinetic punching device.

My additions

The Strange One (Larry Temple)

A teenage vigilante whose adopted the crimefighting persona of his grandfather, who was paralyzed battling the mob in the 1950's. Viciously strong and frighteningly proficient in martial arts, Temple abandons his suburban home each night to torment the degenerates who prey on innocent people under the cover of darkness. A product of one of the most brutally tough inner cities in America (Camden), Temple is a powder keg of hatred and fear. Guilt is what drives him, as he interprets everything on a personal level and can't stand the reality of human suffering. He wears a heavily armored costume, and uses a demonic face mask with a voice distorter to conceal his identity.

Garland Hobbes

A former small town librarian, Hobbes' life took a frightening turn when he was shot in the face intervening in a hate crime in the Lakeshore district of Delta City. Using an untested new procedure to repair damaged brain tissues, doctors managed to save Hobbes' life and gave him a little something extra for his trouble. After awakening from his coma, Hobbes found that he had a greatly increased IQ and the ability to "hear" a person's internal monologue. Feeling blessed by his newfound power, Hobbes made it a mission to travel the world and document other people who've surpassed the walls of human limitation.

Some more ideas we could both expand on:

A government-appointed squad designed to handle superhuman issues without having to resort to heavy artillery. Similiar to SHIELD, but perhaps with more Metal Gear Solid-style characters who have powers derived from technology. I'm thinking it could be led by Greg Frazier.

Neo-Pancrase, reimagined as an urban cult that's awaiting the arrival of their Messiah (Invisioned by them to be a Black Triangle, in reality the time machine piloted by Masakatsu Mamushi). They can aqcuire supernatural powers by making pacts with entities that dwell in an extradimensional plane similar to the Black Lodge from Twin Peaks.



I got this picture of the Pancrites doing batshit ritualistic shit in basements and vacant buildings in the middle of the night. Basically, a shamanistic cult set in a city.
